AN ACTIVE ADULT COMMUNITY
IN PEMBERTON, NJ

Liberty Woods is a proposed residential active adult community to be developed by NVR/Ryan Homes in Pemberton Township, New Jersey, located off Lakehurst Road. When complete, the proposed community will consist of 561 age-restricted single-family homes and townhomes, with a variety of community spaces and recreational amenities for residents to enjoy plus 520+ acres of untouched open space. Only about 170 acres of the approximately 695 acre parcel will be developed.

The community will comply with the regulations of the Pinelands Comprehensive Management Plan (CMP that took effect in January 1981 as well as the requirements in the Township ordinances. The CMP designated the eastern portion of the property as a Regional Growth Area taking into consideration the existing adjacent mobile home park and the high density Country Lakes development immediately to the east of the property.  In order to meet the density and Pinelands Development Credits (PDCs) obligations of the CMP, Pemberton has designated the Regional Growth Area portion of the property for high density residential development for several decades.  Based on this zoning, a general development plan for the proposed 561 units was approved by the Planning Board in 2007.  Based on this approval, the PDCs that the developer is required to purchase will result in the preservation of at least several hundred additional acres in the Pinelands.

As an age-restricted community, Liberty Woods will not place any added burden on schools and it will add significantly to Pemberton Township’s ratables.  Specifically, at completion, the development will result in a net annual increase in tax revenues to the Township of $1,667,680 and an annual increase in tax revenues to the Board of Education of $2,433,749.  The Township has been losing population for several decades making it difficult to attract and retain businesses in the Township. The residents who will live in this development will support area retail and services.

We continue to work to move this project forward and on to completion in a mindful way, respectful of following the rules outlined for the property by the Pinelands Commission.
